Saving Grace Essay There are some people who believe that the United States’ strictly forced endangered species laws seriously hamper our economy. I on the other hand must disagree. The endangered species laws were created for an important reason: to protect our earth’s biological diversity. Whenever humanity interferes with the ecosystem for the purpose of economic growth it tears it apart piece by piece. It is for reasons like these we must have such stringent laws, as in the Endangered Species Act. The fact of the matter is that a problem exists. Many policy-makers and forest industry representatives argue that the current forest and wildlife conditions constitute a â€Å"forest health crisis.† (Peters, Frost, Pace, 1999). The current crisis results from companies who tear down forests for their own profit. By doing this not only is the forest itself being destroyed, but the wildlife within it. Furthermore, in 1990 the EPA’s scientific research team stated that â€Å" destruction of habitats, and species extinction are two of the four most critical global environmental issues.† (â€Å"Biodiversity,† 1999). As can be seen, companies who destroy the ecosystem for economic gain are creating irreversible problems that future laws cannot correct. To prevent further problems from occurring we must maintain all biodiversity laws. The basis of the laws are to protect all life, including all human life; and are crucial for present and future generations. (â€Å"Biodiversity,† 1999). The federal government has taken charge of this situation, most notably through its endangered species protection efforts. (â€Å"Biodiversity,† 1999). This has become a controversial, but necessary step in protection our ecosystem and all of the valuable resources it has to offer. Understanding those environmental issues are subjects of disagreement arising from different perspectives and values; the controversy of economic gain verse ecological conservation is not easily settled. I support wildlife preservation to prevent extinction. I believe without these laws that we as humans will suffer greatly, because we would be unable to reap the benefits of the ecosystem. Furthermore I agree with the congressional findings that†Ã¢â‚¬ ¦various species of fish, wildlife, and plants have been rendered extinct as a consequence of economic growth and development untempered by adequate concern and conservation.†(O’Laughlin, 1998). In conclusion the benefit to humanity of preserving the environment ensuring that biodiversity is monitored and cannot be destroyed. Humans are a part of the natural world and as such we must strive to connect with it. The continued loss of natural habitat disconnects us from this world and decreases out awareness of nature. Humans are the guardians of this world and all of its natural beauty; therefore, we must protect it at all costs. Through growing power of pressure groups such as Trade Unions, Internal pressures within the Union from the troubles of Northern Ireland and the failed devolution bill in Scotland. On an international basis, the global economy made a contribution to Britains decline in the shape of soaring interest rates, high inflation and massive government expenditure. Spending by central government in the late 70s rose to approximately 43% of GDP. The country moved toward a position of ungovernability and near bankruptcy. As a consequence, government lost the confidence of the electorate and in these circumstances Mrs. Thatcher was elected in 1979. The Conservative government would embark upon a programme aiming to reduce the interfering role of the Nanny State, cut unnecessary waste, overspending and create the wealth needed to return the country to stability. On taking office, the Conservatives intended to reduce the number of unelected bodies but political circumstance did not permit such a response. Mrs. Thatcher was unable to delegate responsibilities from central to local government because of the latters domination by left wing opponents. One nation ideology prevented the use of devolution whilst the confrontational and disruptive melee of Westminster could also disrupt the progress needed to deliver reform. This meant that to some extent, Mrs. Thatcher was forced to look to quasi government and reform of the civil service in order to enact her programme. The difficulty facing the government during this period is highlighted by Gamble (1994). Success depended upon a party pledged to a New Right agenda first obtaining a mandate to reform in a political market corrupted by decades of state intervention, and then carrying it through with the assistance of agencies of the extended state p39 The mandate for the New Right was given in the general election victory in 1979, allowing Thatcher to initiate a programme to restore the authority of government and expand the agencies of the extended state. It is the consequences of this programme which create the main themes and features of hollowing out. Rhodes provides four trends which characterise the transition which took place; 1. Privitisation and limiting the scope and forms of public intervention. 2. The loss of functions by central and local government departments to alternative service delivery (such as agencys). 3. The loss of functions by British Governments to European Union institutions. 4. Limiting the discretion of public servants through the new public management, with its emphasis on managerial accountability, and sharper distinction between politics and administration. P139 Amongst the principle aims of the Conservative government was stopping the state from being involved in every aspect of peoples lives and to reduce the physical bulk of government. This was done in two ways: firstly, through a programme of privitisation, notable in the form of release from government of major utilities and industries such as Coal, Gas, Shipbuilding, Steel, Electricity and Telecommunications. Secondly, through rationalisation at administrative and operational level involving comprehensive review and the introduction of new management techniques. First of all by reviewing where efficiencies could be made and identifying the areas of government to be reduced or transferred to quasi government and privitisation. Harold Wilsons Labour governments of the 1960s began the process but the Thatcher government brought it into central government and greatly extended it. Areas of departmental responsibility first effected by changes included cleansing and catering. In addition to the effect on central departments, this also reduced the influence and responsibility of local authorities whilst validating cuts in their annual budgets. The role of local authorities were being transformed from that of major employer and service provider to one of overseer and enabler as Rhodes points out, The role of local government is to facilitate the delivery of services by others and oversee performance p241 Further reductions in local authority remit effected departments of Housing, Education, Parks Recreation and Direct Works to name a few, altering their position in the community. Much of the power and responsibility of all government departments was dissipated. Rhodes goes on to explain that, as the government sought to release responsibility internally, the relationship evolving with the European Community proved to be the opposite. It is generally recognised that Britain has been the reluctant member of the European Community over the duration of membership. However, in relation to hollowing out, Europe has the effect of eroding the sovereign powers of the British parliamentary system and contributing to fragmentation of the policy making process across the country. As the major agreements made within the European Union grow in significance towards full integration, the central position of authority of Westminster in continually undermined. In addition, the European Unions commitment to the principle of regional representation through subsiduarity also reduces Westminster as a centre of power. This is evident in the potential for access to new policy networks open to the assemblies of Wales and Scotland as they build recognition of Brussels as equal or superior to London. It could be argued that amongst the most significant changes in the reform process are those related to new managerialism in the civil service which will limit the discretion of public service. These developments were initiated with the appointment of Derek Raynor from industry in order to audit government departments and services. The aim was to reduce costs by pursuing the three Es of efficiency, economy and effectiveness. It would begin the process of moving civil servants from administration of policy to management of implementation. Each department would produce individual plans of action with specific objectives designed to meet targets set in advance. These changes would assist the Thatcher government to politically justify strategy but the failure of reforms to deliver successful results was revealed by the review process in 1988. This would lead to the implementation of the Next Steps Initiative designed to further clarify the separation of policy maker from policy implantation. Rhodes (1997) outlines the critical recommendation of the Efficiency Unit report, stating that The management revolution was only skin- deep and recommended introducing agencies to carry out the executive functions of government and bring about real financial and managerial change p95 This was a crucial point in the process of hollowing out as British governance moved from rationalisation of legitimate responsibility to extended delegation through non-elected and anonymous bodies. With this change in the nature of quasi government, Rhodes raises the question of accountability and control. The development of new agencies to cover an expanding list of government practice caused fragmentation throughout the policy network and difficulties in maintaining adequate channels of communication between relevant actors. Rhodes cites Hesse to illustrate the difficulties arising in this regard, Advocates of decentralised self guidance and control often fail to realise that highly differentiated and pluralistic fragmented institutional systems create a growing need for collective steering, planning and consensus building 146 The Next Steps initiative was taken in response to a lack of success of reform, an imbalance was perceived in the policy process, there was too much emphasis on political issues and not enough on policy implementation. The consequence was the creation of agencies with greater autonomy from government to implement policy outcomes. These agencies needed to be as diverse as the departments they served, covering such aspects as stationary, defense, health, fire safety, coastguard, social security, employment or child support for example. Rather than achieving previously unmet targets, Rhodes argues that the opposite was more likely. The National Health Service for example, has always been at the forefront of government reform. However in recent months the government has entered into agreements with private health care trusts to utilise spare capacity to compensate for continuing overload in the NHS. There are grounds to suggest that the difficulties incurred in 1979 are being incurred in 2000. These difficulties are potentially duplicated across the breadth of the policy network. The lack of adequate measures to ensure communication and co-operation increase innefiency and waste, in addition because the legislative process undertaken has been so complex, the drive for efficiency and cost cutting diminishes the room for maneuver within government departments or ministers. Resignations have taken place from the agency whilst the minister responsible has moved to a new post. Accountability for politicians have shifted, they no longer resign, instead, they attend select committee hearings. The accountability and control of the policy process from parliament itself has been undermined. Rhodes uses the example of the dissolution of the Greater London Council to illustrate the point, Under the Greater London Council (GLC), rate payers paid their rates to four bodies. After abolition of the GLC, they paid taxes to 17 bodies, two thirds of which are unelected p148 Similar example exists in the case of Strathclyde Regional Council, which was dismantled on ideological grounds but in doing so further weakened democratic accountability. The concluding themes of the hollowing out are concerned with such consequences. The changes made in extending networks beyond the reach of their optimum productivity illustrates a transition from government problem solving, to government as the creator of political crisis. The process moved from necessary rationalisation of overloaded government to the creation of over extended and less controllable quasi government in the form of non-elected agencies. The original measures taken to cut costs and achieve greater efficiencies create the lack of experience and knowledge. Competition for contracts equates to the loss of quality and priorities based upon survival of the fittest. The problem set out in the beginning has not been diminished, as there is still evidence of overload. This is supported by Foster and Plowden (1996) when they state that, Activities have been transferred from local government to centrally appointed and directly appointed bodies, and the creation of arms-length agencies within central government has perversely, involved ministers more in their affairs. And ministers are more directly involved in policy formulation than before p219 Rhodes offers three main reasons behind the argument for a return to bureaucracy as a potential solution to the problems caused by hollowing out. Firstly return to balance rather than fragmentation, secondly, public sector record of delivery is as good as private sector and has better flexibility in meeting problems and challenges and thirdly in order to restore accountability and democracy to the policy process in government. Overall, hollowing out illustrates a process that has created less accountable and less effective, reduced government than previous systems. The difficulties of quasi government outweigh the benefits in terms of the problems which reforms set out to solve. In Rhodes view, the private sector is not the fix all that Mrs. Thatcher in particular said it would be. Beneath the veneer on of the British political landscape, the same issues apply in 2000, which existed in 1979. There are alternative views to the hollowing out process; the following section of this paper will attempt to highlight a selection of key points. Michael Seaward outlines an alternative view of what was arguably the most visable and significant programme undertaken by Mrs. Thatcher and highlighted in hollowing out: Privitisation, Decentralisation and Agencification. The achievements of the Conservative governments programme of privitisation were significant, creating major industries in global markets such as BT in telecommunications for example. However many of the privitised industries have led a much more troubled existence. The British coalfield is almost gone altogether, in recent weeks the lack of progress in the rail privitisation has come to the fore along with those of the water companies. The possibility should be considered that the motivations of the Thatcher privitisations were not only concerned with the difficulties of overload but also with the achievement of ideological change. Nationalisation was strongly associated with party allegiance in Britain; the move toward privitisation would create a fundamental change in the relationship between the electorate and the role of government. This is highlighted by Seaward (1997) when he states that, In majoritarian systems, privitisation may appear to be the hollowing out of the state but this trend can equally be interpreted in terms of core actors rationally reshaping the state to suit some of their primary ends (such as power, autonomy, protection from direct responsibility). P22 Privitisation serves two ends, firstly, to serve to lessen the overload on central government departments and ministers and secondly, to alter the perception of the electorate in relation to the role of government. Similarly, decentralisation as it is presented in the hollowing out does not appear to consider the consequences of an approach concerned with ideological change. The avoidance or negation of local authority responsibility was concerned with the confrontation of opposition as much as it was an attempt to reallocate resources and services. The transfer of responsibilities not only decreased the bulk of government but also dismantled a significant vehicle for the adversaries of the Thatcher project. This essay also examines the importance of the ‘market’ approach to the theory of secularisation, arguing that the top down/supply side perspective is of fundamental significance in order to understand the persistence of religious practice in modern societies. Introduction The secularisation debate has acquired a growing influence in recent years, due to the onset of the postmodern age. Postmodernism posits that in the age of instantaneous communications and ubiquitous access to technology, rigid and fixed classifications pertaining to religion, class, gender and race have been significantly eroded.   The main positions in the secularisation debate focus on two distinct approaches (Fitzgerald, 2000: 133). The first perspective that is postulated for examination relates to the ‘bottom up/demandside’ idea of secularisation. According to this view, as societies go through the process of industrialisation, the religious values that underpin the societal fabric will inevitably erode as the publics become more impervious to spiritual pursuits (Gauchet, 1999: 40). At the same time’, the ‘top down/supply side’ theory of secularisation, which highlights that the need for spirituality remains constant across national boundaries , places a great deal of emphasis on the role of religions institutions in maintaining adherence to theological principles.   This essay will begin by charting the idea that secularisation responds to the gradual phasing out of religious values in modern societies. The second part of the essay will concentrate in the manner in which these values are permanently re-imposed on societies by religious leaders and organisation. Crucially, the second section of the essay highlights the importance of the ‘market’ approach to the theory of secularisation, arguing that the top down/supply side perspective is of fundamental significance in order to understand the persistence of religious practice in modern societies. The bottom up/demand side theory of secularisation The main view propounded by this theory of secularisation is that the advent of the scientific method and rational observation as a method to create societal improvement has shaken the theological foundations that were influential in shaping the evolution of the Western world (Gauchet, 1999: 45). The erosion of supernatural interpretations of the nature of the world has been a permanent cultural phenomenon in the Western world since the advent of the Enlightenment, with its emphasis on universal categorisation that could be subject to empirical observation and rational testability standards (Martin, 1993: 93). The rational template endorsed by industrialised societies rendered the theological claims imposed by the major religions incompatible with the needs of the existence of human collective that relied in an increasing manner on the benefits brought forward by technological advancement (Martin, 2005: 55). There was a gradual and consistent loss of religious faith in Western societ ies that ultimately resulted in the unravelling of theological practices and Church attendances (Martin, 1993: 97). In addition, this provoked a relative corrosion of the social and cultural meanings attached to religious identity, along with a move away from allegiance to political parties and organisations based on denominational values.   According to this theory of secularisation, religious and scientific values are at loggerheads, with a constant undermining of Bible teachings by making reference to the Darwinian teachings put together in the theory of evolution (Martin, 1969: 25). The knowledge gained by society through scientific advancement and its application to technological improvements, coupled with the expansion of education opportunities, impacted on the cultural changes that were ushered in Western societies. It could be posited that the tenets of the Enlightenment undercut the metaphysical principles that were responsible for maintaining societal cohesion during the Middle Ages (Martin, 2005: 59). Thinkers like Max Weber stated that the onset of industrialisation and mass capitalism produced an environment of opinion conducive to reducing the idea of the supernatural to the domain of human rationality and subjected to the explanations taken from the hard sciences rather than making reference to metaphysical arguments (Gauchet, 1999: 49). The attainments made by Western societies in the sciences and the feats that took place in the realm of engineering and technology has emphasised the importance of subjecting nature to the control of man (Bruce, 2002: 59).   These developments were responsible for a change of perception regarding the advent of personal tragedies and natural disasters on the part of a growing number of individuals, who started to regard those eventsin rational terms, instead of attributing them to mysterious forces outside the control of man. Accordingly, the intellectual authority held by religious ministers became just one of the sources of knowledge to be taken into account (Berger, 1969: 30). Their authority was put in direct competition with the people who displayed their professional expertise across many fields of study and who made use of the rational method. At the same time, the gradual \ separation between state and church that took place in many European nations and the United States, co upled with the emergence of bureaucratic apparati and modern political parties led to the discrediting of traditional religious institutions. The industrialisation of Western societies had attached to it a series of changes that impacted upon the ability of individuals to experience mystical experienced (Harris, 2005: 61). This includes the steep decline in communal life, the fragmentation between nature and man and the increased use of technology.   It is worth mentioning that the interpretation put forward by Max Weber regarding the bottom up/demand side theory of secularisation is based on the effects that the Lutheran Reform and the industrial revolution had on the development of political and religious life in Western Europe and North American (Idinopulos and Wilson, 1998: 101). The idea of disenchantment with the world, as propounded by Weber, compelled individuals to seek salvation in the pursuit of material gain, hence eroding the very foundations of transcendental Christi an thinking (Tremlett, 2009: 22). The growing importance of Rationalism was necessarily conducive to being sceptical about the existence of an omnipotent and omniscient God, ultimately resulting in the debunking of religion as a method of explain natural phenomena (Bruce, 2002: 67). It is also important to stress that a bottom up/demand side theory of secularisation can also be understood according the functionalist perspective underlined by Émile Durkheim (Durkheim, 1912, 1995: 73). The French sociologist identified the loss of functional purpose as one of the main reasons behind the erosion of the centrality of religion in the institutional make-up of modern societies (Norris, 2004: 130). This functionalist perspective highlights the idea that a scheme of theology does not just represent a system of beliefs about the nature of existence (Asad, 2003: 90). Instead, it is also a framework of actions concerning certain and certain rituals and symbolism that are performed to signpost the passage of time across the person’s natural lifespan (Durkheim, 1912, 1995: 30). These symbolisms were responsible for maintaining a high degree of social cohesion and stability, hence producing common goods that could be enjoyed by all members of society (Davie, 1994: 8 8). Conversely, the industrialisation Western European and North American societies generated the fragmentation of the social space by inducing process of technical differentiation that dispersed the sources of knowledge (Wilson, 1966: 76). The specialisation of knowledge production stripped the ecclesiastical authorities of the powers that they had in determining which epistemological approaches should be pursued and how the knowledge created was to be disseminated (McCutcheon, 2003: 119).   In addition, all the charity organisations of Christian extraction that had for centuries been in charge of providing for the disenfranchised members of society were replaced by welfare states subsidised by government institutions (Bruce, 2002: 62).   These events were the immediate result of the reappraisal of the role of religious doctrines and organisation. By the late nineteenth century, the doctrines and practices proposed by the Church were not deemed to be functional to the task of e nsuring the material welfare of the population (Tremlett, 2009: 19). Instead, the state had become a kind of secular god that had encroached into many areas of the lives of individuals (Berger, 1969: 147). This entailed that the role of religious institutions were strictly confined to the personal realm; in the public domain, the faith gradually ceased to become a powerful force in the shaping of the political evolution of the nation. The top up/supply side theory of secularisation The views exposed in the previous section can be juxtaposed to the perspective highlighted by the top up/supply side theory of secularisation. This perspective underlines the conditions brought about by the spread of religious freedom in contemporary societies, which led to a competitive environment in the market for religious adherents amongst theological organisations (Davie, 1994: 93). This view makes an analogy between theological organisations and business firms, all of which struggle in order to capture a growing segment of the market. The top up/supply side theory of secularisation postulates that the competition between different religious denominations has a positive impact on the preservation of religion as a vibrant force in society (Asad, 2003: 33). This approach explains the manner in which, for example, the level of religious adherence is larger in countries like the United States, where the different theological denomination are engaged in permanent competition in orde r to attract new adherents (Idinopulos and Wilson, 1998: 111).   This theory puts forward the notion that an intense competition between the different denominations result in churches striving to keep a dynamic spiritual environment in their congregations, hence helping to retain the relevance of religion in their community (Harris, 2005: 58). In the United States, this has generated a situation in which the older denominations such as Lutherans, Catholics and Presbyterians are losing ground to the evangelical religious organisations.   Whilst the evangelical movements demand a great deal of effort on the part of the would-be adherents, they also offer a more intense religious experience than the older denominations; which seems to be a determinant factor in attracting support for their cause (Asad, 1993: 145). Furthermore, the top up/supply side theory of secularisation posits that in cases where religious life is dominated by theological organisations that are directly subsidised by the state, the clergy seems to be less keen to engage with the community of believers, hence leading to the decay of spiritual life in their communities (Stark and Iannaccone, 1994: 232). This theoretical approach seems to replicate the idea that state-owned organisations, be them of an economic or religious nature, tend to be less innovative than private ones (Davie, 1994: 19). For example, in Northern Europe, the established Protestant churches are able to fend off the threat posed by other Christian denominations (Wilson, 1966: 58). This means that the clergy does not have to overexert itself in order to attract the attention of their would-be religious adherents (Asad, 2003: 14).   Consequently, this led to a situation in which religious attendance declined in a significant manner, since the number of op tions available in the spiritual market tends to be quite reduced (McCutcheon, 2003: 46). However, this does not explain the reasons behind the consistently high levels of religious attendance in Southern European and Latin American countries, in spite of the monopoly enjoyed by the Catholic Church (Martin, 1969: 28). It could be argued that a pluralist religious template as the basis for a high level of religious attendance represents a theoretical blueprint that can only be successfully applied to particular settings (Berger, 1969: 61).   It would appear that many of the tenets espoused by this particular theory of secularisation are not based on a sound methodological framework (Harris, 2005: 55). To be sure, the idea of a competitive religious market as an instrument that allows countries to reverse religious decline can only be applied to the United States, which is a society that has traditionally been based around the development of communal life; strongly informed by relig ious values in order to connect individuals to their particular cultural and geographical setting (Asad, 1993: 66). At the same time, it has been argued that the level of religious attendance have remained quite consistent across the ages, which entails that there have been no substantial secularisation process as a result of the onset of modernity (McCutcheon, 2003: 48). In addition, it has been noted that the ‘market’ theory of religion can provide a sound basis for explaining overall trends in religious adherence (Stark, 1999: 249). In fact, in Western societies, periods of low attendance alternated with periods of higher levels of religious fervour (Idinopulos and Wilson, 1998: 98). It is therefore important to concede the possibility that the top up/supply side theory of secularisation may provide with a sound framework of reference in order to examine the level of religious adherence in across the ages (Stark, 1993: 389). It would appear that the postmodern condit ion does not necessarily mar the possibility of a reconstitution of religious life along more fluid doctrinal lines (Stark, 1999: 260). This goes some way towards rebutting the assumptions put forward by the bottom up/demand side theory of secularisation (Wilson, 1966: 61). The ‘market’ interpretation of religious adherence may provide a better way of understanding the extent to which modern societies have been secularised (Wilson, 1966: 82). The dynamic interactions that take place in the social space give rise to the possibility of more fluid (and therefore more vibrant) religious denominational structures that may rehabilitate the spectrum of religious life in postmodern societies (Stark and Iannaccone, 1994: 231). It could be posited that this trend, directed from the top down and informed by a strong supply side approach borrowed from the field of economics, is ultimately a better way to understand the reasons behind the persistence of religious life in modern soci eties (Asad, 2003: 14). Conclusion By way of conclusion, it may be posited that the bottom up/demand side theory of secularisation provides with some interesting insights regarding the evolution of religious life in societies that have been affected by the process of industrialisation and modernisation, to be sure, the application of scientific methods of interpreting the nature of reality resulted in profound changes in the nature and extent of religious practice in Western European and North American societies (Berger, 1969: 77). The specialisation of technical knowledge production removed power from the religious authorities regarding the way in which knowledge was to be pursued, created and spread (Norris, 2004: 41).   Moreover, the onset of modernisation and industrialisation gave the state a great deal of power in order to provide welfare provisions for its citizens, hence stripping the church institutions of their functional purpose (Fitzgerald, 2000: 122).   Notwithstanding the validity of these arguments, they do not explain the persistence of religious attendance throughout the ages (Stark, 1993: 390). There seems to be an inherent human drive to seek the ultimate explanations of the nature of existence by referring to supernatural forces, which explains the resilience of religious practice across the ages. The postmodern condition has given rise to new forms of religious and spiritual practices that thrive thanks to the way in which they are able to utilise technology in order to fulfil their mission (Asad, 1993: 45). For all the reasons cited above, it could be concluded that the theory of secularisation fails to explain the continued interest shown by people in pursuing spiritual avenues for personal advancement; an interest that seems to be more vibrant than ever in the age of fluid doctrinal requirements for religious practice. Taylor proved that with the increase in productivity and efficiency, more goods are produced at a lower cost of production and resources. According to the scientific management that used unitary basics, both parties gained. The company registered more profit from increased sales and revenue, as the purchasing power of the society increased. In the quest to reduce the disease burden stemming from poor sanitation, several institutions including states, non- governmental organizations and the private sector, have tried to come up with approaches to curb this.
